Working Title:                        4-H Youth Development Team Coordinator (30 hrs/wk)

General Responsibilities & Subject Matter:

 

Responsible for providing in-depth program leadership for the planning, implementation and evaluation of the 4-H Youth Development Program.  Participate as an active member of the association program management team in developing a well-integrated overall association educational effort.   Provide leadership and coordination and effectively manage volunteer personnel including 4-H club leaders, short-term volunteers, teen leaders, middle management volunteers and program development committees.  Responsible for effective management of resources available to the 4-H Youth Development program and for assuring that accountability and affirmative action requirements are met within the 4-H Youth Development program.  Represent the association before the public community leaders, government officials and Cornell University.  Highly visible position to disseminate and encourage the application of accepted extension programs.  Appreciate and embrace diversity in all interactions with clientele, staff, volunteers and the public.

 

Provide initiative in the development and implementation of program responsibilities, with the guidance of the Executive Director, association boards and program committees.  As 4-H Program Coordinator, coordinate association programs or specialized components of program effort within the association and multi-association teams.

 

Assist in identifying and developing new funding sources, grants, contracts, marketing strategies and routine reporting analysis.  Coordinate staff team efforts for the 4-H Youth Development programs that involve numerous youth and adult audiences.

 

Primary Role and Accountability

 

Issue Area Leadership Program Development and Priority Setting (15%)

·         Provide overall leadership for the 4-H Youth program.  Work collaboratively with the Family, Youth & Community Development Team, advisory committees, professional staff, and other youth leaders to assess needs, establish priorities, plan and implement program and evaluate results of an experience-based educational program of youth development.

·         Identify current and emerging youth issues in the county and coordinate 4-H program response to priority needs.  This will include identifying appropriate research and program resources, building cooperative events with other organizations and enhancing the volunteer base of the 4-H Youth Development program. 

·         Design, market and promote multi-disciplinary, regional and statewide approaches to program development activities that address priority issues.

·         Ensure programs and materials conform to association mission, plan of work and policies. 

·         Develop short and long-range strategies for implementing programs that utilize a variety of proven educational methodologies that consider the diversity of the community and its current and future needs. 

·         Utilize Cornell and other research-based programming from other universities to meet local needs.  Connect faculty and specialists with local programs and provide input on local needs to affect research and Cornell department priorities through statewide committees and other system wide opportunities.

 

Program Management and Coordination (40%)

  • Provide leadership and coordination for 4-H Club programming and Youth Development Volunteer Management Systems including policy training, identification, recruitment and support for club volunteers.
  • Oversee and/or prepare reports on program progress and accomplishments for local, state and federal use.
  • Assist in the leadership and coordination for advisory committees as appropriate.
  • Work with the appropriate advisory committees to plan, develop, implement and evaluate youth development programming.
  • Link educational resources available from Cornell University and other land grant universities to county needs and priorities.
  • Develop networks of volunteers to extend program implementation efforts.
  • Develop and maintain effective working relationships with Cornell faculty, local community groups and organizations; keeping those groups informed of extension programs and direction.
  • Supervise, orient, counsel and direct the program related work of assigned professionals, paraprofessionals, and support staff.
  • Provide supervision for a variety of specialized programs and projects.
  • Evaluate performance and conduct annual performance conferences with 4-H Youth Development staff under direct supervision.  Review and obtain input from the Executive Director and program committees.  Provide continuous feedback, coaching and performance management to staff.
  • Jointly with the Executive Director and the association program management team, develop and review the 4-H Youth Development staff professional improvement plans and recommend appropriate instructional courses or in-services as needed to increase staff competency.

 

Subject Matter Resource and Program Delivery (30%)

  • Develop and implement educational programming including after-school programs and non-traditional 4-H programming to targeted audiences using a variety of delivery methods including, but not limited to, the following areas: family & consumer sciences, public presentation, life skills, natural resources/shooting sports and other areas as necessary.
  • Plan and coordinate Broome County Fair activities, facilities, supplies, staffing and recognition.
  • Serve as a source to staff, clientele agencies and other groups as identified in areas of communication management, personal and subject matter development.
  • Ensure that program activities reach out to diverse audiences.

 

Research and Program Evaluation (5%)

·         Analyze and evaluate programs and make recommendations for change in emphasis and/or improvements to association program committees, director, management team, and Cornell faculty.

·         Communicate evaluation results, findings and recommendations to program committee members, clientele and Cornell faculty.

·         Monitor 4-H Youth Development program to ensure the educational content conforms to the policies and objectives of the association, Cornell University and the national 4-H mission.

·         Confer with program participants, association committees, and Cornell faculty and staff, county and community leaders to obtain their evaluation of programs.

 

Administrative Management (Finance, Budget) (5%)

  • Assist in locating grant sources and private support of organizations and individuals willing to contribute financial, time and/or local resources to the 4-H program. Assist in preparation and submission of proposals to secure funding actively involving Executive Director, finance staff and program committees.

 

Professional Improvement and other duties as assigned (5%)

·         Participate in orientation programs, attend in-service education as appropriate, relating to youth development, assigned subject matter and administrative responsibilities.

·        Develop an annual professional improvement plan.

Participate in CCE-BC staff meetings, Association events, and community coalitions, as appropriate and as planned with supervisor.

Education and Experience Requirements

Masters degree required.  Areas of concentration must include education, human development, natural resources or related areas.  Two years of youth development education experience in Cooperative Extension or other youth development organizations.  Demonstrated leadership and managerial abilities.  Ability to multi-task, prioritize and work as part of a team.  Ability to work with and motivate staff, volunteers and youth.  Valid driver’s license and safe driving record or ability to meet travel demands of the position.  Willingness to work flexible hours including nights and/or weekends.

 

Course work in youth development, educational methods, program development, volunteer management, management or organizational development is highly desirable.

COMPENSATION :  $30,000 (annual) - commensurate with education and experience
