Title:               Youth Development Senior Resource Educator

Location:        Chenango County (Norwich, NY)

 

Primary Role

 

The primary responsibility is for leadership and management of the 4-H youth development staff and youth programs.  This person will provide leadership for adult volunteers, program assistants and teen leaders in delivering 4-H Youth Development programs.  In conjunction with the advisory components of CCE and Cornell, this person will be responsible for maintaining and developing the programs for 4-H Youth Development in Chenango County.  Within Chenango County, this person will become a highly visible participant in the community to manage and provide research-based, adult training and professional development pertaining to Youth Development and 4-H club programming topics.

 

Program Development 40%

 

Organize, coordinate and direct the work of educators, program assistants and volunteers in implementing educational events related to program priorities.

Prepare budget requests and grant narratives.

Identify program needs in coordination with the association’s Program Identification & Assessment Committee (PIAC), team members, advisory committees, program participants and Cornell program units.

Develop educational strategies with measurable objectives, while maintaining direct linkage with Cornell faculty and program units.

Ensure that program direction and activities are coordinated within the over plan-of-work and are within the mission of Cornell Cooperative Extension.

Develop and enhance relationships with appropriate agencies, organizations, industries, community leaders and funding partners.

Participate in internal multi-disciplinary education team efforts to address priority issues.

Solve problems and resolve conflicts that arise in the operation of the program, utilizing appropriate policies and procedures.

Actively participate in countywide collaborative efforts that seek to assess and improve the quality of youth development programs, through professional development and application of current research.

 

 

 

Program Delivery 30%

 

Develop, support and enhance networks of key volunteers and/or professionals and nonprofessionals to extend resources, program and association goals.

Provide direct educational programming to youth audiences, while providing additional diversity of programming through other professionals and/or key volunteers, including opportunities associated with the school enrichment programs.

Serve as subject-matter resource in Youth Development to staff and clientele, including schools, agencies and other groups as identified.

Participate in mass media efforts related to program implementation and relationship marketing.

Supervise and manage the expenditure of funds consistent with association policies and funders.

Develop networks of volunteers and/or professionals and nonprofessionals to extend program implementation efforts.

May provide educational programming to targeted adult and youth audiences in subject-matter areas.

Promote acceptance of innovative quality programs, delivery strategies and policies that address individual and community needs and consider diverse audiences.

Interpret Cornell program direction to association committee members and provide for interaction with Cornell program units, faculty and administration.

 

 

 

Program Management 10%

 

Assist in the preparation of reports on program processes and accomplishments of association programming for local, state and federal use, including monthly budget reports.

Assist in compiling budget data and written reports on finances and work plans as requested.

Seek out, prepare and submit proposals to secure additional funding, actively involving Executive Director, Education Team Members and possibly outside collaborators.

Assist in the program efforts of assigned support staff and provide or recommend resource materials as necessary.

 

 

 

 

Program Evaluation 15%

 

Analyze and evaluate programs and make recommendations to teams, PIAC, ad-hoc advisory committees, for strengthening and improving programs.

Communicate evaluation results, findings and recommendations to staff educators, board of directors, PIAC, local funding partners, clientele and Cornell faculty.

Monitor assigned programs to ensure that educational content conforms to the policies and objectives of the association and Cornell Cooperative Extension.

Develop overall plan of work and yearly implementation plans that result in quality educational programs that support identified needs.

 

 

 

Professional Improvement 5%

 

Plan, participate in and provide in-service education, and be a resource for 4-H Program Assistants and volunteers.

Recruit volunteers and support the development of their leadership skills.

Jointly develop and pursue professional improvement plans, in cooperation with advisors to increase the competency in all 4-H position responsibilities.

 

 

 

Reporting Relationships

 

Reporting to and receiving guidance from advisory team members and both guidance and supervision from the Executive Director.

Program direction is established through coordination with advisory members, PIAC and board of directors as well as Cornell faculty and program units.

Administratively responsible to the Executive Director.

May supervise program and/or clerical staff and may coordinate activities of other professionals in a specialized program effort within the association.

 

 

 

Degree and Experience Requirements

 

A Bachelor of Science degree in a field of programming common efforts in CCE, Management or Education is required.  A Master’s degree is also required in Education, Youth Development or a similar field.  A minimum of two years of relevant experience as a Cooperative Extension 4-H Educator or equivalent professional experience in teaching youth or youth education in an academic or similar setting.  Experience in volunteer recruitment and development preferred.

Necessary:

Proven knowledge and application of the principals, theory and research associated with youth development.

Demonstrated ability to initiate, plan, implement, teach and evaluate information educational programs for youth and adult volunteer leaders.

Ability to identify and utilize program resources within the community.

Ability to lead and effectively participate in professional team efforts.

Proven ability to work with and support volunteer leadership and advisory committees.

Demonstrated ability to relate effectively to co-workers, advisors, community and professional leaders, and identified clientele.

Demonstrated effective use of a variety of program delivery methods and demonstrated ability to communicate effectively through oral, written and visual channels.

 

 

Special Requirements

 

Must become familiar with and abide by association personnel and volunteer policies.

Must be willing to travel and work flexible schedule, sometimes requiring evenings and/or weekends.

Must be able to transport program supplies and equipment to multiple program sites.
