General Responsibilities: The 4-H Youth Development Program Leader of Cornell Cooperative Extension Association of Genesee County will coordinate all programming efforts  and provide leadership for the 4-H Youth Development Staff (currently includes 4-H Youth Development and Consumer Horticulture). The 4-H Youth Development Program Leader will serve as a senior member of the Association’s Management Group and will report directly to and work closely with the Executive Director.  While the primary responsibilities are for program coordination and leadership and management of 4-H Youth Development staff, the Program Leader may also provide some direct educational delivery in an appropriate content area.

 

The 4-H Youth Development Program Leader will provide leadership in planning, implementing and evaluating innovative educational programs aligned with the strategic initiatives of Genesee County. The 4-H Youth Development Program Leader will represent Cornell Cooperative Extension of Genesee County to community leaders, Extension colleagues, volunteers and members, Cornell University faculty and staff, government officials and the general public in a professional manner.  The 4-H Youth Development Program Leader will secure and manage program resources, as well as facilitate support for other program areas as appropriate. This position will also ensure that the educational programs reflect the current needs and the diversity of people in Genesee County, and that programs conform to the objectives and mission of Cornell Cooperative Extension and this Association.  This position is responsible for carrying out other professional duties as assigned to fulfill the policies and priorities of the Association.  This position supports and complies with affirmative action policies and procedures and the Americans with Disabilities Act.

 

This position may include multi-county responsibilities.

 

Management and Leadership                                                                            85%

The 4-H Youth Development Program Leader is responsible for program and staff coordination, supervision, leadership, program development and program evaluation, applied research and marketing.

 

l           Coordinate activities of 4-H Youth Development  staff to develop individual goals, team goals and program implementation plans.

l           Support 4-H Youth Development  staff in fulfilling their professional responsibilities related to program planning, development, and implementation.

l           Identify educational program needs in 4-H Youth Development using program evaluation feedback, advisory committee input, community assessment and Cornell resources. 

l           Plan short- and long-range educational programs in youth development consistent with identified educational program needs.

l           Serve as a program resource for 4-H youth development professionals working in Genesee County.

l           Prepare reports as requested on program progress and accomplishments of 4-H Youth Development programs and staff.

l           Coordinate regular meetings of 4-H Youth Development  staff to insure effective communication, mutual support and promotion of Association mission and Program Area objectives. 

l           Provide support and leadership for Committees.

l           Provide leadership in budget development, budget implementation and fiscal management of the 4-H Youth Development Program area.

l           Work in cooperation with 4-H Youth Development  staff to help establish priorities, objectives, and programming that support the Association’s mission.

l           Develop and implement effective marketing activities that convey the impact and value of youth development programs and activities.

l           Initiate grant-writing and contract development activities in order to secure enhanced funding and fulfill the mission of the Association.

l           Mentor staff and facilitate their individual professional growth and development.

l           Coordinate professional development activities with 4-H Youth Development staff.

l           Ensure attainment of a volunteer development system which identifies, recruits, and supports volunteers; and provide orientation, instruction, and leadership development to enable them to better serve the community.

l           Conduct annual performance reviews of 4-H Youth Development staff, and make recommendations to the Executive Director regarding continuation or termination of staff.

l           Facilitate with the Executive Director, an annual Program Area evaluation with advisory committees and Board, and develop recommendations for priorities, objectives, and procedures to improve the Program Area.

l           Consult with Association customers, volunteers, colleagues, community leaders, and Cornell University program directors and faculty, to assist in assessing the effectiveness and expanding the impact of Program Area programs.

l           Communicate, cooperate and develop positive working relationships with related community agencies such as educational organizations, governmental organizations, and related businesses to assess and coordinate community needs and integrate effective community programming.

 

Subject Matter Resource and Program Delivery Accountability                 10%

The 4-H Youth Development Program Leader will have direct educational program delivery responsibilities consistent with the needs of the Association and appropriate to his/her background.

 

l           Utilize a variety of teaching methods, including formal and informal workshops, seminars, newsletters, media, and individual and professional consultation in the conduct educational programming.

l           Participate in the development and delivery of innovative and multi-disciplinary program efforts.

l           Serve as subject matter resource to staff, volunteers, and the general public.

 

Professional Development                                                                                 5%

 The 4-H Youth Development Program Leader will be expected to engage in a program of individual professional development:

l           Participate in orientation programs and attend in-service education as appropriate relating to assigned program and administrative responsibilities.

l           Jointly develop and pursue professional improvement plan, in cooperation with supervisor, to increase competency in program responsibilities.

l           Contribute to applied research and evaluation projects in collaboration with Cornell faculty.

l           Actively serve on appropriate regional, state and national committees and task forces that support overall educational and organizational efforts of the Cornell Cooperative Extension system.

 

Reporting Responsibilities

l           Reports to the Executive Director.

l           Implements program priorities consistent with the strategic plan as approved by the Board of Directors.

 

Qualifications

Minimum Education Required:  Masters Degree in a content area in youth development related field; or a Masters Degree in Management with a Bachelors Degree in a content area in youth development, or a PhD in a related field.

 

Minimum Experience:  Four years of relevant work experience required.  A PhD may substitute for two years of experience. Preference for experience in an educational setting and a 4-H youth development position.  Successful leadership experience also required.

l           Ability to use a variety of program delivery methods to reach individuals and groups.

l           Excellent oral and written communication skills.

l           Capability to effectively utilize computer technology in instructional and administrative settings.

l           Knowledge of human resource management systems.  

 

Special Requirements

l           Must have reliable transportation and have ability to meet the travel requirements of the position.

l           Must be able to accommodate a flexible work schedule, including some nights and some weekends as required.
